NAPOLCOM to File Case Against Leo Marcos Over Alleged Fake PNP Uniform

Metro Manila, Philippines – February 12, 2026 – The National Police Commission (NAPOLCOM) confirmed that it may file charges against Leo Marcos, also known as Francis Leo Marcos or Norman Mangusin, for allegedly wearing a Philippine National Police (PNP) uniform without authorization. The viral photo showing Marcos in police attire sparked public debate and drew widespread reactions on social media.

Symbol of Service and Sacrifice

NAPOLCOM emphasized that the PNP uniform represents the honor, sacrifice, and daily duty of over 200,000 police officers nationwide. Unauthorized use of the uniform undermines public trust and the integrity of the institution.

Investigation Underway

The commission has tasked its Legal Affairs and Inspection, Monitoring, and Investigation Services to coordinate with the PNP to verify the authenticity of the photo and determine whether it was manipulated. Leo Marcos has denied the allegations, suggesting the image may have been digitally altered. Authorities stressed that no conclusions will be made until a thorough investigation is complete.

Legal Implications

If proven unauthorized, Marcos could face charges for violating regulations on the use of official insignia, certain provisions of the Revised Penal Code, and other relevant laws. Legal experts warned that misuse of official uniforms could cause public confusion and damage institutional credibility.

Broader Responsibility of Public Figures

The case highlights the importance of accountability among public figures and content creators in using official symbols responsibly. NAPOLCOM reminded the public that viral content is not a defense if legal boundaries are crossed, underscoring the need for fair and measured investigation.
